scalqpack.py install should make only lib not everything that a bare make makes
reason: bare make tries to make unneeded executables that cannot be built on some systems

nightlybuilds - update git commands - and use 'petsc.clone' as reponame

First version of CMake build with CUDA working.

Basically injects cuda_add_library instead of add_library where needed. Handling of nvcc/host flags still requires improvements.

Git download: ML, SuperLU_DIST, MUMPS, ctetgen

git change: update configure to support 'git' detection and git 'clone' detection

PETSc interfaces are always extern "C"

PETSc can now be built using a C++ compiler (--with-clanguage=C++) and
then called from plain C code (compiled using a C compiler).

PETSc can now be built using a C++ compiler (--with-clanguage=C++) and
then called from plain C code (compiled using a C compiler).

These configure options have been removed:

--with-c++-support : was not doing anything
--with-c-support : effectively always true now

PETSC_USE_EXTERN_CXX has been removed.
