MatHYPRESSTRUCT: fix broken class
register HYPRESSTRUCT to be used with SysPFMG

This class still does not work properly when dof > 1. To see this, run ex34.c as
./ex34 -da_grid_x 3 -da_grid_y 3 -da_grid_z 3 -da_dof 2 -dump_mat -dm_mat_type hypresstruct -pc_type syspfmg
./ex34 -da_grid_x 3 -da_grid_y 3 -da_grid_z 3 -da_dof 2 -dump_mat -dm_mat_type aij -pc_type mg
I don't know if the problem is in the MatMult or in MatSetValuesLocal_HYPRESStruct_3d
