and is using Galerkin coarse operations then do NOT try to generate coarser
DM's from the finest DM since they are not needed and if the user has
not provided a full DM (or the DMSHELL was provided automatically by
the TS solver) then the DMCoarsen request will generate an error

There automatic use of DM with DMSHELL etc in TS is problematic in some situations
such as this one.
