MatGetVecs() and KSPGetVecs() replaced with MatCreateVecs() and KSPCreateVecs()
since they are creators not getters

PCComputeExplicitOperator() was missing ierr = MatSetOption(*mat,MAT_NEW_NONZERO_LOCATION_ERR,PETSC_FALSE);CHKERRQ(ierr);
so would error out on allocating space for matrix entries

PCSetUp() did not properly record the matnonzerostate the first time through hence it improperly did one reconstruction with different nonzero pattern

PC has been set up, and PCSetOperators(pc, NULL, NULL) was then called. Later come to PCSetOperators(pc,A, P), it crashes due to checking sizes of objects that no longer exist

the compute Jacobian functions for SNES and TS now do not take a MatStructure flag

KSPSetOperators() no longer has the MatStructure argument. The Mat objects now track that information themselves. Use KPS/PCSetReusePreconditioner() to prevent the recomputation of the preconditioner
