MatTranspose: Setting type of output matrix to the input matrix type.

This is important especially for GPU matrices (AIJCUSPARSE, AIJVIENNACL)

added comments to explain MatSetValues_CopyFromCSRFormat()

reduced number of parameters for MatSetValues_MPIAIJ_CopyFromCSRFormat()

simplified for loop for MatSetValues functions

added new MatSetValues to scalable PtAP

added new function MatSetValues_MPIAIJ_CopyFromCSRFormat for MatPtAPNumeric_MPIAIJ_MPIAIJ
