PCBDDC: simplify and improve nullspace correction code

- nullspace propagated only once
- correction done in KSP pre/post solve
- memory efficient: only dense basis stored

PCIS: use exact interior matrix if requested

PCBDDC: fix wrong option set

PCBDDC: fix default case for coarse MatPartitioning

PCBDDC: use global values instead of setting the l2g map

this is because the block size of the vector may be different from that of the l2g map
