completed basic use of MatSetValuesBlocked_SeqBAIJ_Inlined() by MatSetValuesBlocked_MPIBAIJ() to allow proper global indices being printed when error generated by new nonzero locations.
Added inline version of MatSetValuesBlocked_SeqBAIJ() to be used by MatSetValuesBlocked_MPIBAIJ() to print error message for nonzero block with global indices

PCGAMG did not respect MPIAIJ matrix type when passed in on one process
It used AIJ on one process in some cases causing crashes.
Now PCGAMG uses consistently the Seq or MPI nature of the input matri

Now PCGAMG uses consistently the Seq or MPI nature of the input matrix to
create its new matrices and no longer crashes with input MPIAIJ matrix on
one process.

There is no verbose in PETSc!
Removed the verbose mechanism from GAMG code and used PetscInfo() for reports instead.
