PCSetUp() did not properly record the matnonzerostate the first time through hence it improperly did one reconstruction with different nonzero pattern

PC has been set up, and PCSetOperators(pc, NULL, NULL) was then called. Later come to PCSetOperators(pc,A, P), it crashes due to checking sizes of objects that no longer exist
