MatGetSubMatricesParallel —> MatGetSubMatricesMPI. Implementation rewritten, tests added.

MPIAIJ: MatSetFromOptions_MPIAIJ is now declared extern in mpiaij.h.

MatSetFromOptions_MPIAIJ() is used in MatSetFromOptions_MPIAIJCUSP(),
hence it needs to be visible across translation units.
