Options for FAS_FULL with respect to the initial downsweep.

Allow for smoother stagnations, but not divergences

SNES_DIVERGED_LINE_SEARCH should be an acceptable smoother exit state.

Fix for extra smoother sweep on finest level V-cycle in SNES_FAS_FULL

SNES_FAS_KASKADE for the sake of completeness

Added SNES_FAS_FULL, which does a multigrid F-cycle.

Fix Galerkin FAS memory leak.
