be the case that the residual in vec_func is the residual at the new
solution. Track this behaviour explicitly for all concrete
implementations. We will use this in SNESSolve_FAS to determine if the
residual must be computed before transferring it between levels.

Always computing the final residual adds a potentially large overhead
for using a SNES with type ksponly over just using a KSP directly. The
breakage this causes in SNESFAS will be fixed separately.

Either take it out of next if it is broken or put it in master if it is not broken. Hanging around in next but
