Merge branch 'barry/always-include-complex'

fix: c++ compile error with isnormal() when both <math.h> and <complex> are used.
Implemented by removing PetscScalar and using PETSC_SKIP_COMPLEX.
This also removes common code between PetscIsInfOrN
